Sealed Bids for CONTRACT NO. 1714 – ROOF MODIFICATIONS FOR SCREENINGS GARAGE AND POWER GENERATION BUILDING shall be received at the of Engineering Department office of the Allegheny County Sanitary Authority, 3300 Preble Avenue, Pittsburgh, PA 15233 until 2:00 P.M., Prevailing Time Wednesday, May 13, 2020 and then publicly opened and read aloud.
ALCOSAN encourages businesses owned and operated by minorities and women to submit bids on Authority Contracts or to participate as subcontractors or suppliers to successful Bidders. Successful Bidders are to use minority or women’s businesses to the fullest extent possible.
Contract Documents may be obtained through the office of the Authority for $100.00 (nonrefundable and no cash or credit cards will be accepted). The Contract Documents will be available for examination at www.alcosan.org. If interested in purchasing a set of Contract Documents, Bidders should mail in the $100 check and the documents will be distributed by mail. Bid Security shall be furnished by Certified Check or Bid Bond in the amount of 10% of the Bid Price.
A Pre-Bid Meeting will be held via a video conference call on Wednesday, April 22, 2020 at 10:00 A.M., Prevailing Time. When mailing in the check be sure to include an email address to be invited to the Pre-Bid Meeting. Bidders are encouraged to attend, however they are not required to have a qualified representative attend the Pre-bid meeting to be eligible to bid on this contract.

Professional Design Engineering Services:
The ACAA will typically utilize a professional design engineering firm on each of the projects listed below at Pittsburgh International Airport (PIT) and Allegheny County Airport (AGC) which requires engineering services. Specific responsibilities will include all aspects of design engineering required for new construction, rehabilitation, repairs, maintenance and permitting of airfield pavements, roadways, land development, erosion and sediment control, stormwater management, drainage systems, mechanical, electrical, plumbing, fire protection, roof replacements, and other structures for the ACAA. Engineering firms will be required to provide, but not limited to, design, geotechnical investigations, surveying, permitting, preparation of bidding documents, construction administration, construction cost estimating, value engineering, and maintain all records as required by the FAA, PennDOT, PADEP, Findlay and Moon Townships, the ACAA or other entities as required.
1.Asphalt and Concrete Repair and Replacement
Work will include miscellaneous repairs and replacement of cracked and deteriorated pavement on roads, shoulders, sidewalks, curbs, parking lots, runways, taxiways, aprons and ramps.
2.Airfield Pavement Rehabilitation, Signage, and Electrical Upgrades
Work may consist of partial or full keel section replacement, isolated concrete slab work, joint and crack repair, trench drain repair, asphalt shoulder work, lighting upgrades, signage improvements, and pavement marking.
Typical projects may include:
a. Airfield signage and sign bases
b. Airfield apron and trench drains
c. Runways, aprons and taxiways
d. Joint sealant and spall repairs
e. Airfield lighting upgrades/replacements
3.Infrastructure Development, Repair and Replacement
Work may consist of permitting, surveying, geotechnical investigations, site grading, drainage, roadways, aprons, taxiways, sanitary and storm sewers, potable and fire protection water, electrical, HVAC, telephone and gas lines.
4.Building Rehabilitation, Replacement and Upgrades
Work may consist of miscellaneous mechanical, electrical or structural repairs, roof replacement, brick work, caulking, sealing, painting, baggage system upgrades and security upgrades on the Landside and Airside Buildings, and other miscellaneous buildings as required.
Professional Design Engineering On-Call Services:
The ACAA has a need for separate contracts to provide professional design engineering services on an on-call, as-needed basis to provide design, assessments, capital cost estimates, emergency evaluations and repairs, and other special needs for various projects that may arise. Engineering firms must be qualified and be prepared to respond on very short notice to various issues which may arise at any time of day, seven days a week. Experienced and qualified staff members must be on-call and available on a 24/7 basis. Areas of expertise must also include familiarity with FAA Advisory Circulars; and PennDOT and PADEP permitting requirements.
If interested in providing any of the aforementioned services, design engineering firms are required to submit a Letter-of-Interest (LOI) and current Form SF330, identifying the specific service area(s) of interest with emphasis on main area(s) of competence. The ACAA encourages responses from small firms, minority, and women’s business firms, and firms that have not previously worked for the ACAA. The ACAA will use Form SF330 to evaluate and prequalify firms to be part of a highly qualified short-list, which will then be requested to submit comprehensive proposals. Comprehensive proposals will include the following at a minimum: Project understanding, project experience, project team identification, organization chart and resumes; approach to major tasks such as scope and schedule management, techniques for cost control, approach to capital cost estimating, scope creep and change order management, and identification of Disadvantaged Business Enterprise (DBE) Firms with description and quantity of work they will perform to meet or exceed FAA and ACAA DBE requirements, which is currently 14%. Note: Do not include company brochures and limit the LOI to no more than three typewritten pages (8.5” x 11”, 11 pt. font) in addition to Standard Form 330. Final consultant selections (following short-listing, proposal evaluation, and interviews) will be based on, but not limited to, the following criteria: Staff qualifications, experience and local office bench strength; demonstrated interest in the projects; organization, clarity, cohesiveness, quality and completeness of both the written proposal and oral presentation; sensitivity to ACAA requirements and project constraints; indicated ability to manage projects, produce required results, meeting project schedule and controlling costs; demonstrated knowledge of FAA, PennDOT, local, and ACAA applicable standards and requirements; capital cost estimating expertise, constructability reviews, value engineering, construction procedures and scheduling methods; monitoring DBE goals, mentoring DBE firms, impacts to airport operations and other areas of professional design engineering.

This project consists of the following:
Removal of existing sidewalk and replacement with 4” concrete slabs- approximately 8300 S.F. Removal and disposal of existing parking meters and metal posts within project limits- approximately 18 posts. Installation of new ADA curb ramps- approximately 175 S.F. Replacement of electrical conduit- approximately 1000 LF, Installation of 8” thick stamped crosswalk- approximately 2600 S.F. Replacement and installation of six new street trees. Replacement of existing driveway aprons at 6” thick depth- approximately 150 S.F. Saw cutting of existing concrete and brick sidewalks, removal of existing brick pavers and replacement with 4” thick stamped concrete sidewalk- approximately 1800 S.F. Installation of 6” thick concrete pad for proposed bus shelter- approximately 44 S.F. Saw cutting of existing road surface to install one concrete bump-out with new deep set concrete curb.

Special Note:
Compliance is required that the contractor and any subcontractors shall not discriminate by reason of race, gender, creed, color, sexual orientation, gender identity or expression, or in violation of the Pennsylvania Human Relations Act (PHRA) and applicable federal laws, against any citizen of this Commonwealth who is qualified and available to perform the work to which the employment relates.
This Project is financed [in part] by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority.
Proposals shall be delivered in a sealed, separate envelopes and clearly marked on the outside with the words “2020 Brownsville Road Streetscape Enhancement Project”
Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and draft Agreements are on file and open to public inspection at the office of the Brentwood Borough, 3624 Brownsville Road, Pittsburgh, PA 15227 where sets of said documents may be obtained upon payment of $70.00 per set for project. No refund will be made for the return of any documents. There will be an additional fee of $15.00 per set for plans that are to be mailed.
Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman’s Compensation must be filed with the executed Agreement.
Pennsylvania Prevailing Wages are required to be paid on this project.
All bidders shall submit the Non-Collusion Affidavit with the Proposal in order for the Proposal to be considered responsive.
Proposals to receive consideration must be accompanied by a Certified Check or Bidder’s Bond from a Surety Company authorized to do business in Pennsylvania, made payable to the order of Brentwood Borough, in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after a Notice of the Award of the Contract is issued.
The Proposals must be made to Brentwood Borough, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty days. No Bidder may withdraw his Proposal during the sixty day period without forfeiting his Bid guarantee.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Pittsburgh.
REQUEST FOR RELEASE OF FUNDS
On of Pittsburgh (“City”) will submit a request to the United States Department of Housing and Urban Development (“HUD”) for the release of Community Development Block Grant funds under Title 1 of the Housing and Community Development Act of 1974, to undertake a project known as St Joseph St and Mountain Ave Sidewalk Upgrades. The St Joseph St and Mountain Ave Sidewalk Upgrade project will involve the construction of concrete sidewalk, handicap ramps and concrete deep curb as well as a small section of slope stabilization along St. Joseph Street to prevent the new sidewalk from sliding. The location of the project is the 400 Block of St Joseph Street as well as the 400-700 Blocks of Mountain Ave in the City of Pittsburgh’s Mount Oliver neighborhood. This project will utilize approximately $180,000 of 2019 CDBG funds.
FINDING OF NO SIGNIFICANT IMPACT
The City of Pittsburgh has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available for review either via website at https://pittsburghpa.gov/omb/cd or provided upon request electronically via email or by U.S. mail. ENVIRONMENTAL
CERTIFICATION
The City of Pittsburgh certifies to HUD that William Peduto in his capacity as Mayor, City of Pittsburgh, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Pittsburgh to use program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of Pittsburgh’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Pittsburgh; (b) the City of Pittsburgh has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to:
