Invitation for Bids
Sealed bids for the Fairview Borough Community Center ADA Parking and Access Project will be received in the office of Benjamin Holland, BUTLER COUNTY CONTROLLER, FLOOR 5, COUNTY GOVERNMENT CENTER, 124 WEST DIAMOND STREET, whose mailing address is P.O. BOX 1208, BUTLER, PA 16003, on or before 2:00pm, March 12, 2018. All Bids must be plainly marked Bid – Fairview Borough Community Center Project on the outside of the envelope.
All bids will be publicly opened and read at the Public Agenda Setting Meeting of the Butler County Board of Commissioners on March 13, 2018 at 10:00am, in the Commissioner Public Meeting Room located on Floor 1 of the County Government Center, Butler, PA 16003.
Bids will be received for the following:
Fairview Borough Community Center removal of architectural barriers according to the specifications in the bid package.

widmerengineering.com under bids.  Contact Widmer Engineering Inc. with questions at 724-847-1696. Paper Documents can be picked up at Widmer Engineering Inc. 806 Lincoln Place Beaver Falls PA 15010 for a nonrefundable fee of $32.97 add $10 for postage payable by check or exact cash.
Each proposal shall be accompanied by a bidder’s bond, or certified check or cashier’s check, in favor of the County of Butler, in the amount of not less than ten percent. The County of Butler reserves the right to waive any informality in and to accept or reject any and all bids or any part of any bid. No bid may be withdrawn for a period of sixty (60) days.
Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goal for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses and related matters.

FORM OF ADVERTISEMENT
PUBLICATION DATE: February 16, 2018
1. The Public Parking Authority of Pittsburgh (“Authority”) shall accept sealed bids for the performance of the work described below (the “Work”) at its office at 232 Boulevard of the Allies, Pittsburgh, Pennsylvania, 15222, until 3:00 p.m. local time on Friday, March 9, 2018.
2. DESCRIPTION OF WORK: The Project entails injectable waterproofing and selective drainage pipe replacement of an existing elevator shaft at the Mellon Square Parking Garage as more fully described in the project documents.
3. The Instructions to Bidders, including the Form of Bid, and General Conditions, may be obtained after 3:00 p.m. local time on Friday, February 16, 2018 at the Authority’s office at 232 Boulevard of the Allies, Pittsburgh, Pennsylvania, 15222 or on the Authority’s website at www.pittsburghparking.
4. A Mandatory pre-bid conference will be held at the Authority’s office at 232 Boulevard of the Allies, Pittsburgh, Pennsylvania 15222 at 10:00 a.m. local time on Thursday, February 22, 2018. The purpose of the pre-bid conference is to provide additional detail regarding the Work. The information provided at the pre-bid conference will be essential in preparing a bid to perform the Work. Persons or entities that intend to submit bids to perform the Work are required to send to the pre-bid conference at least one representative who will understand the information presented at the pre-bid conference in a manner that allows such information to be incorporated in the preparation of the bid to perform the Work. It is expected that the representative who attends the pre-bid conference will be experienced in construction matters and employed by the bidder in a supervisory capacity. Pre-bid attendance is mandatory.
5. Sealed bids received prior to the deadline will be publicly opened and read at 3:00 p.m. local time on Friday, March 9, 2018.
6. The Authority reserves the right to in its sole discretion, (i) change, at any time prior to the bid deadline at 3:00 p.m. local time on Friday, March 9, 2018 the Contract Documents; (ii) waive any defect, irregularities, or informality in any or all submitted bids; and (iii) reject any or all submitted bids.
