Proposal must be on Standard Proposal Forms in the manner therein and be enclosed in a sealed envelope bearing the name and address of the bidder on the outside, addressed to the Purchasing Office and marked:

Proposal must be accompanied by a certified check drawn upon a National or State Bank and made payable without conditions to the Municipality of Penn hills, in an amount not less than ten (10%) percent of the proposal, or a bid bond, and be delivered to the place hand hour named.
The Municipality reserves the right to reject any or all proposals.
Attention is called to the Federal requirements regarding employment, non-discrimination, safety, and State regulations.
The Municipality reserves the right to terminate any contract resulting from this solicitation within thirty (30) days written notice.

Notice is given that the Project is subject to applicable provisions of the Pennsylvania Prevailing Wage Act, Act of August 15, 1961, P.L. 987, as amended and supplemented, and appropriate prevailing minimum wage rates as promulgated under provisions of said Act must be paid by contractors in connection with performance of the work.
Successful bidders will be required to submit a Minority and Women – Owned Business Enterprise (M/WBE) Plan. All Subcontractors are expected to achieve or exceed the Owner’s minimum standard of 30 % MBE, 10% WBE and 10% Section 3.
